| 1. | Єнальєв М. М. Удосконалення дескриптивних властивостей моделей у теорії корисності | |
| Сучасна теорія корисності спрямована на пояснення поведінки індивіда в умовах ризику та невизначеності. У рамках нормативно-дескриптивного дуалізму в теорії корисності, який описується суперечністю між передбаченнями теорії та окремими емпірично виявленими фактами, особливого значення набуває процес удосконалення дескриптивних властивостей моделей у теорії корисності. Для подолання цієї невідповідності в статті запропоновано механізм подвійного зваження результатів (зваження пар «імовірність – результат»), що дозволило якісно змінити дескриптивні властивості розробленої моделі (DRDEU) у рамках теорії корисності. Modern utility theory deals with individual’s behavior in risk and uncertainty. Utility theory is characterized by normative-descriptive dualism which reveals as inconsistencies between predictions of the theory and empirical facts. For this reason the improving of descriptive values of the models in utility theory becomes more and more important. Such inconsistencies can be fixed by double weighting mechanism which was suggested in the article. By using this mechanism it is possible to quality improve the descriptive value of suggested model (DRDEU). By virtue of double weighting mechanism, DRDEU model can predict violation of FSD (First stochastic order dominance). This model can be used in predicting of individual’s behavior in risk and uncertainty in different areas (evasion of the taxes, fare evasion and other economic crimes). | ||

| 2. | Ляховець О. О. Понятійний апарат аналізу інституціонального середовища національної економіки | |
| У статті розкрито сутність понять «інституціональне середовище», «інституційна основа», «інституціональна структура», визначено відмінності між ними. Визначено основні підходи, відповідно до яких формується визначення поняття «інституціональне середовище». Виявлено та проаналізовано структуру інституціонального середовища, яку умовно можна представити як три укрупнені складові: метаінститут (менталітет), інституційна основа (базові інститути – формальні та неформальні), комплементарні інститути та їхня роль у формуванні й функціонуванні інституціонального середовища. In the paper the sense of the notions «institutional environment», «institutional framework», «institutional structure» is revealed. The difference between these notions is determined. The structural elements of institutional environment classified by the theoretical approaches criterion are considered. The origins of approaches are: 1) the scientific direction of economic theory (institutional economics, neoinstitutionsl economic theory, evolutionary economic theory, political economy) 2) theories of the institutional concept (the theory of public choice, the theory of transaction costs, the theory of property rights, and the theory of contract) 3) goals, subjects and tasks of a specific study. The structure of economic institutional environment formation is studied and analyzed and its key components are defined. They are a meta-institution (mentality), institutional framework (basic institutions – formal and informal), and complementary institutions. The conclusion is that notions studied above differ from each other, but they describe related phenomena. | ||

| У статті розкрито сутність концепції національних інноваційних систем (НІС). Визначено місце інститутів у НІС. Вивчено природу інституційних змін та їхні ролі в трансформації НІС. Розглянуто іноземний досвід у проведенні інституційного аналізу НІС для його адаптації до українських умов. Окреслено перспективи подальших досліджень. The essence of the concept of national innovation systems (NIS) was revealed in this article. The place of institutions in NIS was detected. The nature of institutional change and their role in the transformation of NIS was studied. The foreign experience in institutional analysis of NIS with the purpose to adapt it to Ukrainian conditions was considered. Prospects of further research were outlined. It’s needed to develop an effective national innovation system to ensure the accelerated economic growth in Ukraine using the world’s scientific and methodological experience of designing and institutional changes. These will provide the ability to generate strong incentives for activation of innovation processes and quality technological changes in the economy. | ||

| Визначено поняття «інтелектуальний потенціал людини» як систему когнітивних, раціональних і креативних інтелектуальних знань для пізнання економічної дійсності. Акцентовано увагу на новій якості управління у сфері руху інтелектуального капіталу організації. Виявлено, що це специфічна галузь, яка істотно розширюється й поглиблюється, предметно-об’єктна сфера управління інтелектуальним капіталом підприємст- ва. Проаналізовано новітні аспекти управління інтелектуальним капіталом в організації, серед яких: становлення нових форм і методів управління інтелектуальним капіталом спеціалізація управлінської діяльності на розвитку неявних інтелектуальних знань, а також на трансформації неявних знань у явні у менеджерів відбувається розуміння імперативного характеру розвитку інститутів не ринкового, а дискурсивного економічного простору. Проаналізовано процес трансформації інтелектуальної власності в інноваційний продукт. The concept of «intellectual capacity of man» as a system of cognitive, rational and creative intellectual knowledge for economic reality cognition. The attention is focused on a new quality of governance in the movement of the intellectual capital of the organization. Revealed that a specific industry, which significantly expands and deepens, subject-object area of intellectual capital management company. Analyzed the latest aspects of intellectual capital in organizations, including: the emergence of new forms and methods of intellectual capital management specialization management activities on the development of intellectual implicit knowledge, as well as the transformation of tacit knowledge into explicit managers are understanding the imperative nature of institutions is not the market, and economic discursive space. | 5. | Фертікова Т. М. Особливості розвитку інституту конкуренції в економіці України у світлі теорії інституційних змін | |
| У статті досліджено характер конкурентних відносин в економіці України, їхня динаміка протягом останніх років. З’ясовано окремі особливості функціонування інституту конкуренції. З урахуванням ключових досягнень теорії інституційних змін визначено таких суб’єктів розвитку інституту конкуренції, як держава та споживачі, їхню мотивацію та обставини, що перешкоджають ефективним змінам. Обґрунтовано залежність розвитку інституту конкуренції від успішності підтримки на державному рівні інших ринкових інститутів, у першу чергу підприємництва та власності. Запропоновано безпосередні напрями вдосконалення інституту конкуренції в Україні. In the article the nature of competitive relations in Ukraine and its dynamics in recent years is explored. In accordance with the estimation of Antimonopoly Committee of Ukraine the competitive situation has worsened. According to the World Economic Forum dynamic of competition intensity is positive. But the competitive situation in our country is worse than in most other countries from the least in Global Competitiveness Report. Some features of functioning of the institution of competition in the economy were found out. On base of the theory of institutional changes such subjects of development of the competition institution are defined, as the state and consumers. Their motivation and circumstances that prevent effective changes are determined. | ||

| 7. | Євчук Л. А. Правові основи фінансового шахрайства: причини розквіту та соціально-економічні наслідки | |
| Незважаючи на негативні соціально-економічні наслідки, проблеми фінансового шахрайства не прийнято торкатися в економічних і фінансових колах. Підґрунтям розвитку фінансового шахрайства в останній час стали: відсутність законодавчої заборони цього виду діяльності, економічна криза в країні та психологія людини. Психологічні чинники обумовлені жадобою до грошей, довірою, масовою юридичною та фінансовою безграмотністю населення та небажанням вчитись. У статті обґрунтовано шляхи вирішення проблеми. Велика частка відповідальності лежить на державі, проте здоровий глузд громадян відіграє немалу роль. Financial fraud causes major negative social and economic consequences. But it is not accepted to talk about it in economic and financial circles. Causes of fraud development in recent years are following: this sort of activity is not prohibited by law, economic crisis in the country and human psychology. Many people suffer from fraud. However, they regularly appear in the financial market and they always have clients. Human psychology is the main reason of their existence. Greed for money, trust, mass legal and financial incompetence of the population and unwillingness to study promotes to the fraud development. Swindlers work successfully in highly developed countries. This shows that new laws and economic reforms will not be able to protect Ukrainian citizens from fraudulent projects. Only common sense should protect people not to do irrational things. Propaganda of basics of legal and financial competence through social advertising will play an important role in solving the problem of fraud. | ||

The role of a commodity exchange, as important making infrastructure of the agrarian market, and a role of corresponding exchange tools and mechanisms which some centuries exist within the limits of the modern exchange market are considered. Modern lines of development of the world exchange market as the essential part of the agrarian market are studied. | У статті розглянуто основні підходи та методи оцінки фінансових результатів сільськогосподарських підприємств, аналіз його фінансового стану як основного індикатора фінансової стабільності та інвестиційної привабливості. Узагальнено підходи щодо класифікації видів аналізу господарської та фінансової діяльності, виокремлено фактори впливу на індикатори, що характеризують стан і перспективи розвитку досліджуваних об’єктів. The article outlined a clear understanding of the concept of «production capacity» and improved its structure on the basis of factors of production, in order specifies the accounting impact reproduction processes on the performance of agricultural enterprises. It was found that the main feature included in the content potential, is its ability to continuous and constant recovery process of wealth creation and services. In developing the financial accounting model of production potential the attention was paid to the acquisition (production) as an analogue exchange and consumption stages in the overall scheme of reproduction the process of agricultural production, as the premise of gross output the formation of financial sources play production potential as the analogue distribution process in the overall scheme of renewal. | ||

| Окреслено чітке розуміння поняття «виробничий потенціал» та вдосконалено його структуру за ознакою чинників виробництва, що, виходячи з мети бухгалтерського обліку, конкретизує вплив відтворювальних процесів на результати діяльності сільськогосподарського підприємства. З’ясовано, що основною ознакою, яка входить у зміст потенціалу, є його здатність здійснювати безперервний і постійно відновлювальний процес створення матеріальних благ і послуг. Під час розробки бухгалтерської моделі обліку відтворення виробничого потенціалу було акцентовано увагу на процесі придбання(виготовлення) як аналогу етапів споживання та обміну в загальній схемі відтворення процесі виробництва сільськогосподарської продукції як передумові валового випуску продукції процесі формування фінансових джерел відтворення виробничого потенціалу як аналогу процесу розподілу в загальній схемі відтворення. | У дослідженні розкрито особливості організації облікового забезпечення операцій внутрішнього перерозподілу фінансових ресурсів спеціального фонду в державних ВНЗ між крупними центрами фінансової відповідальності. Автором визначено внутрішні рахунки управлінського обліку для доходів та витрат підрозділів, розрахунків між ними та фінансового результату їхньої діяльності. Розроблено трьохвимірну модель інформаційно-аналітичного відображення формування доходів та розподілу видатків центрів відповідальності по спеціальному фонду. The study revealed features of the organization of accounting provision for the operation of the internal redistribution of financial resources of a special fund in the state universities between the major centers of financial responsibility. Analytical provision for operations on domestic borrowing between departments was developed. The author defined the internal accounts for managerial accounting for income and expenditure of departments, transactions between them and the financial results of their activities. The study reviewed an accounting provision for operations of obtaining resources and repayment of the loan between the centers of responsibility. Three-dimensional model of information-analytical display revenue generation and cost-sharing for responsibility centers on the special funds was developed. The proposed model connects educational, scientific services and products of each center with revenues, expenses and financial results of units as often as necessary. | ||

| В Україні здійснюються спроби підготувати документ, який би став рамками для розвитку морської діяльності. Ці спроби переважно відтворюють пострадянське бачення ситуації та не відповідають світовим тенденціям розвитку. У статті на основі узагальнення світового досвіду пропонуються напрями, які дозволяють кардинально змінити підходи до продуктивної реалізації ресурсу морської галузі, що стане вагомим чинником соціально-економічного розвитку та прискорення процесів європейської інтеграції. In Ukraine a lot of attempts made to prepare a document that would become the framework for the maritime industry development. These attempts mainly reflect the post-Soviet vision and are not in line with international trends. Since the beginning of the century the paradigm of politics began change slowly from local political decisions to integration of interests at the macro-regions level and within individual countries. This is an objective process that through synergy significantly increases the global effectiveness of political action. On the basis of generalization of world experience we offer areas that allow provide substantial changes in the approaches to put into use productive resource of the maritime industry, which will be an important factor of socio-economic development and the acceleration of European integration. | ||

Потрібно формувати оптимальні логістичні схеми доставки вантажів від виробника до одержувача за участю різних видів транспорту, оптимізувати документообіг, пов’язаний із підготовкою та перевезенням вантажів, їх передачею, зберіганням, страхуванням і т. д. Relevance of the topic is determined by the fact that in recent years around the world there is increasing demands for forwarding the process of maritime transport. It is necessary to generate optimal logistic schemes of cargo delivery from the manufacturer to the recipient with the participation of various types of transport, to optimize workflow associated with the preparation and transport of goods, its transfer, storage, insurance, etc. | ||

| У статті досліджено питання формування інформаційних потоків у системі парт- нерської взаємодії в процесі впровадження інклюзивної освіти. Проведено аналіз руху інформації в системі партнерської взаємодії. Виявлено специфічні проблеми функціонування інформаційного забезпечення в цій системі. Охарактеризовано основні критерії оцінки та напрями формування інформаційних потоків у системі. In conditions of development the economic relations and the needs of society the foundation of analysis, elaborating effective management solutions and their realization in the process of implementation of inclusive education is quality information support. Identification, ordering and synchronization the sources of information, users, purpose of information, directions of use, intensity, frequency, probability, structure, volume and speed of processing and transmission, abilities of information channel are important in the formation of information flows in the system of partnership interaction. Formation of information flows in the system of partnership interaction in the implementation of inclusive education is conditioned by optimization of information links between components of this system and the level of efficiency, analyticity and effectiveness of necessary information. Fulfilling the needs of managers at various levels in questions of elaborating effective management solutions should be reached through interaction and should be aimed to maximize socio-economic benefits in providing equal access to quality education. | ||

| У статті розглядаються аспекти популяризації соціальної відовідальності серед молоді ВНЗ. Досліджуються питання соціальної діяльності вищих навчальних закладів. Проаналізовано основні напрями формування соціальної відповідальності у вищих начальних закладах України. Наведено рейтинг аграрних ВНЗ України у 2015 р. Доведено, що одним з основних напрямів популяризації соціальної відповідальності серед молоді на сьогодні, є дієва участь ВНЗ у реалізації ними принципів соціальної відповідальності. The article examines aspects of popularization of social responsibility among youth of HEIs. The problems of social activities in higher education are discussed. The basic directions of social responsibility formation in higher educational institutions of Ukraine are defined. The Rating of Ukrainian Agrarian universities in 2015 is given. It is proved that one of the main directions of the popularization among youth is the effective participation of HEIs in the realization of the principles of social responsibility. After all, the role of HEI is not only in educational services, but also in bringing students to the society values and their integration into society. Trends of globalization require from HEIs some qualitative knowledge and specialists of social orientation. The direct presence of Ukrainian HEIs in the global education market dictates the terms of restructuring of higher education in Ukraine, to move on the subjects of worldwide educational standards. One of the most important standards today is the effective participation of HEIs in the realization of social responsibility principles. | ||

| Розглянуто різні підходи до визначення поняття «механізм» та наведено узагальне- не поняття «мотиваційний механізм». Досліджено вплив мотивів на різні категорії працівників підприємства. Узагальнено найбільш поширені методи оцінки функціо- нування мотиваційного механізму на підприємстві. Запропоновано варіант анкетного опитування працівників підприємства для виявлення домінуючих мотивів їхньої трудової діяльності. Акцентовано увагу на необхідності подальшого вивчення питань впливу мотиваційного механізму промислового підприємства на ефективність його госпо- дарської діяльності. Abstract. Various approaches to the definition of «mechanism» were considered and generalized concept of «motivational mechanism» was given. The influence of the motives for different categories of employees was studied. The most common methods for assessing the functioning of the motivational mechanism in the enterprise were summarized. The version of the questionnaire survey of employees to determine dominant motives of their work was proposed. Systematic structural study of the motivational mechanism of industrial enterprises is needed, also motives of different workers categories, motives of the major groups of economic activity, their stability and intensity need further study. The need of further study of the impact of motivational mechanism on the efficiency of an industrial enterprise was stressed. | ||
